The External Debt Statistics Guide
The 2013 External Debt Statistics: Guide for Compilers and Users (2013 EDS Guide) (in other languages) takes account of changes introduced in the 2008 System National Accounts (2008 SNA) and the sixth edition of the Balance of Payments and International Investment Position Manual (BPM6). This guide provides a clear and comprehensive guidance for the measurement and presentation of external debt statistics of public and private sectors. To this end, it provides guidance on (1) concepts and definitions, and classifications of external debt data, (2) the sources and techniques, for compiling these data, and (3) the analytical uses of these data. It updates the 2003 EDS Guide.
The Public Sector Debt Statistics Guide
In response to widespread policy and user interest in improving the availability and international comparability of public sector debt statistics (PSDS), the TFFS promoted the development of a Public Sector Debt Statistics Guide (PSDS Guide) and a Public Sector Debt Database (see Data Availability).
The PSDS Guide provides a comprehensive conceptual framework, and compilation advice, for the measurement of public sector debt which is harmonized with the 2008 SNA and BPM6. The same classifications and definitions will be used in the forthcoming revision of the Government Finance Statistics Manual.
The 2013 EDS Guide, the PSDS Guide are cooperative efforts of TFFS member agencies, with the IMF's Statistics Department leading the drafting work.
